With Joe Panik coming off a down season from which he seems to have a decent chance of recovering, and the market flooded with second basemen, this doesn't seem like the time to trade him. Maybe at the trade deadline or next winter if he bounces back. If not, he may again be a non-tender candidate. Hard to imagine his trade value is very high right now though.

If we wait for him to have a good season free from injury we'll end up getting NOTHING for him and hampering development of the next 2nd baseman

Who would that new second baseman be? I doubt very much it's Alen Hanson, and Abiatal Avelino is considered to need more seasoning and is projected as a utility infielder anyway.
Here is one way the Giants could play it: See if Joe bounces back or if a contender suffers an injury which might jack up his value. Since Hanson can't hit well right-handed, Alen is a poor platoon candidate, but once Abiatal is ready to come up, he might make a decent platoon partner for Joe, which would give Avelino a chance to play a little.
It is true that if Panik has a down year, the Giants might not be able to get anything for him (and in fact might non-tender him), but I don't think they could get much now. If Joe could be the icing on the cake as a throw-in in a deal, that would be great, but I don't think his cake value right now is much more than crumbs.
