I've long suspected that the entire Giant team reads Boagie's board. I do. And now, we have proof positive. Really. I've been on Lincecum's case like a saddle on a horse, and lo and behold, what does he do... he goes out and gives a solid outting. That makes 2 1/2 good starts out of the last 5. See. He must have read the board and been insulted. He must have decided to 'show me!' My plan is working! boly

Tim showed some good signs his last start, but he's done so before and still not gotten out of his funk.
On the other side, he has been an above-average starter since last year's All-Star break. That's perhaps bouncing back halfway (or even a little more) from his first half of 2012.
Late last season Tim had a 10-game streak in which he forged a 3.02 ERA from July 31st through September 18th. But then he finished the season by giving up 11 earned runs in his final 10 innings.
Some hopeful signs from Tim, but we'll just have to wait and see. For what is essentially 60% of a season over the past two seasons, though, he has been an above-average starter. He will likely need to make further adjustments in order to be more than that.
But Tim entered the season as the Giants' fourth or even fifth starter. Being an above-average starter more than meets expectations for a back-of-the-rotation starter.

Tim also makes $22 million a year. I would hope that for that kind of money you could do better than "above average".
